This Is Bigger Than Who Assembles the Aircraft
The White House held its first Drone Dominance industry event last Thursday, gathering nearly 100 company representatives and government officials at the Eisenhower Executive Office Building. DRONELIFE's coverage of the event makes one thing clear: the administration is not interested in domestic final assembly as a proxy for a domestic supply chain.
The gathering included manufacturers of batteries, cameras, thermal sensors, and motors alongside drone airframe manufacturers. Federal policy is now explicitly targeting the full technology stack, from critical minerals and permanent magnets through electronics, firmware, and software development practices.
Under Secretary of Defense for Research and Engineering Emil Michael framed it directly at the event: "We're building up capacity in America to ensure the supply chain is resilient and can serve your needs." That's not a procurement preference. That's a reshaping of what it means to be a qualified supplier.
What the July Executive Order Requires
The July 20 Executive Order on defense supply chains establishes the compliance framework that engineering and procurement teams need to understand now. It directs the Department of Defense to develop rules requiring contractors to map critical supply chains from raw materials through end-use products.
Contractors would have to provide a full bill of materials tracing all components, parts, equipment, software, and materials back to the origin of raw materials. For drone subsystems, that chain gets long fast.
Consider what's inside a single flight-ready drone:

They'll need documented, auditable supply chain maps. Component suppliers who can provide that documentation will be preferred. Those who can't will be out.

The Software Layer Is a Real Compliance Requirement
Hardware traceability is the more intuitive piece of this. Software is where some teams will get caught unprepared.
The July Executive Order explicitly includes software in the information contractors must trace. Separately, the FCC's Third Report and Order establishes new cybersecurity requirements for certain equipment authorization applications and creates a framework that could affect software associated with equipment on the Covered List.
These two actions come from different legal authorities and address different regulatory domains. Together, they signal that federal security requirements now run through firmware, operating systems, and software supply chains, not just physical components.
For engineering teams specifying drone subsystems, this has a direct design implication. The origin and security posture of embedded software is becoming a qualification criterion, not just a procurement preference.

Commercial Drone Manufacturers Are Not Exempt
The August 13 White House proclamation on unmanned aircraft system (UAS) imports is explicit: domestic capacity must expand for products, components, and subcomponents to meet anticipated military and commercial requirements. The proclamation also states that most commercial and industrial UAS, even those produced in the United States, incorporate critical parts and components produced overseas.
The federal investment in domestic drone component capacity isn't being structured as defense-only. Expanded U.S. manufacturing capacity for batteries, motors, sensors, and electronics will be available to commercial drone manufacturers as well.
Engineering teams at commercial UAS companies who assume this policy only applies to DoD contractors are reading it wrong. The supply chain scrutiny is broader, and the industrial base being built will serve both markets.

What Precision Manufacturers Should Do Now
The Drone Dominance framework is still taking shape, but the direction is clear enough to act on. Teams supplying into the drone market should be working through these areas:
- Supply chain mapping: Document your own supply chain to the raw material level now, before a contractor audit requires it. Knowing your exposure is the first step.
- Material traceability systems: If your quality management system can't generate a bill of materials with origin tracing for every component, that's a gap that needs to close.
- Software documentation: Identify what firmware or embedded software ships with your components and document its origin, version control history, and update process.
- AS9100 and ISO 9001 alignment: Quality systems certified to AS9100 or ISO 9001 provide a documented framework that satisfies much of the process evidence contractors will need to produce.
- ITAR awareness: If your components touch controlled technology, ensure your International Traffic in Arms Regulations (ITAR) compliance documentation is current and your team understands what triggers a review.
The teams that move on this before the rulemaking finalizes will be positioned as preferred suppliers. The teams that wait will be reactive.
